CUTe handles the recruitment of international students and does not commission any external institution, legal person, group, or individual to handle related matters except publicity and promotions, and to assist students coming to Taiwan undertake the necessary related procedures. CUTe will also verify whether any commissioned party has collected any unreasonable fees from international students, established any loan relationship with any international student, or whether any other violation of related ordinances has occurred, and when necessary, CUTe may check details with international students who are applying for admission. CUTe handles events related to the admission of international students or commissions an external institution, legal person, group, or individual to do so, and provides information that is consistent with the admission regulation, admission guidelines, or any related regulations.

- Applicants must provide proof of bank account deposit sufficient to study in Taiwan (more than USD $3,500 or more than NTD $110,000) or proof of scholarships and bursaries provided by the government, the CUTe or private organizations. Proof of financial resources should not be issued by an agency, company or individual.

Note:
- Students who are admitted to the International Foundation Program need to take Chinese Courses for the 1st year (20 hours per week for two semesters, which is 720 Learning Hours in total). Students need to reach at least A2 level of TOCFL within the 1st year and then bridge to the department you applied for and reach at least B1 level of TOCFL before being sophomore.
- In case of absence due to reasons, pre-students may refer to the University's "Student Leave Regulations" to apply for leave from the International Foundation Program. Absences without approved leave or absences despite unapproved leave shall be considered truancy. Pre-students who accumulate 15 hours or more of truancy will be counseled by the International Foundation Program and subjected to a disciplinary record. Accumulating 30 hours of truancy will result in a minor offense, accumulating 45 hours will result in a major offense, and each subsequent accumulation of 15 hours will result in an additional major offense. After accumulating three major offenses, the student will be expelled according to the "Student Rewards and Punishments Regulations" of the University.
- Pre-students who have completed or reached the end of the Mandarin course in the International Foundation Program must achieve a listening and reading test score of A2 or above on the Test of Chinese as a Foreign Language (TOCFL) to be eligible to continue studying in the first year of the enrolled department. Those who fail to meet the standard will be subject to expulsion.
- Pre-students who have completed or reached the end of the Mandarin course in the International Foundation Program must pass the listening and reading test of the TOCFL at the basic level of A2. After passing the test, they must transfer to the enrolled department for further study. Those who cannot comply must withdraw from the University and cannot remain in the International Foundation Program.
- After one year of formal study in the Bachelor program, students are allowed to apply for a transfer to academic departments in manufacturing, construction, agriculture, long-term care, service and e-commerce within the university or other universities.

Scholarship Guidelines
International Foundation Program students enrolled in the first-year Chinese preparatory course who participate in the Listening and Reading sections of the Test of Chinese as a Foreign Language (TOCFL), either on their first or second official attempt, and achieve a passing score, are eligible for a scholarship provided that they have completed the Chinese language course with no more than 30 hours of absence. The scholarship amounts are as follows: A2 (Elementary Level) – NTD 1,500; B1 (Intermediate Level) – NTD 3,000. Each student may receive the scholarship only once.
